I have motion blur off and i use dlss on balanced. I've also tried all graphic preset settings.
The problem is probably Steam Input, turn that off. I played it on Epic Game Store to avoid Steam Input performance problems.
The Steam input may have been it. I disconnected my controller from steam and started using ds4 windows and it was fine for the 10 minutes I tested it. Now when it comes to DLSS, it just tends to make the game look better and give me a higher frame rate while playing at 3440x 1440p.

I don't know where you got your info from, but it smells a bit tbh.
Open up Device Manager, locate the dropdown for Display adapters and open it up. You should see two entries: one for your iGPU, and one for your discrete GPU. Right-click the entry for your iGPU and click “Disable device” in order to turn it off within Windows.
