It is not purely cosmetic. it adds to the experience. It adds to game immersion and its cool. Hit reaction and hit feedback are extremely important factors in any and all action games where you hit an enemy and a lack of blood splatter really lessens the impact. Have you ever played fear? or just play perfect dark and it is obvious the blood makes it way cooler. gamers like action. gamers like blood and carnage in their shooters.
A little Blood Dust when you hit the enemy would be enough i think
Most James Bond games never had blood in them like GoldenEye did.
I played plenty of action games over the years and I don’t care that much one way or the other in this games case.

I agree with Ikagura they could add it but I don’t see it as a priority.
Just a subtle impact on some lighter armored enemies would be enough. GE and PD weren't really suppose to be about gibs tho, altho it is weird seeing someone fall to their knees in a huge explosion.

It is cosmetic since the gameplay is still the same.

Once again this isn't F.E.A.R in the first place. Perfect Dark had more blood splatters yet Goldeneye had none, only impact sprites and a slightly red spot on the character.

And no, not all gamers like action or want blood or carnage in games they're playing.

Yes, I wouldn't say no but this isn't a dealbreaker either to not have it.
There needs to be blood stains on enemies bodies after they have taken a shot.....
