Yes it can come just like other FSR/AMD partnered games at launch. "For instance, Horizon Zero Dawn, another AMD-sponsored title, added DLSS in a patch around 4 months after launch. Deathloop added it even quicker. So, you RTX card owners likely just have to be patient, but you’re allowed to be a little bit disappointed in the meantime."

Not entirely true. DLSS 3.0 with framegen fixes a lot of CPU bottlenecks brought on by RT implementations. Spiderman was another game that had a very similar issue on also being very CPU heavy then frame gen dumps a lot of that work back on the GPU.
May not prove "contract" at all. You would need to disprove its not budget and feasibility based. "If we add DLSS how many users do we please and/or, what potential new sales would we bring in"
Callisto is more AAA I would think any improvement to RT (which DLSS would bring over FSR) would help somewhat. However Steam Deck, Consoles, and plenty of PC gamers are AMD-centric, and maybe companies just want to cater to that?
amd sponsored games don't have dlss because it's a contract stipulation, absolutely nothing to do with what you said
