Hey there adamoneil,
As Eisenhauer's response has been marked as the solution, may I know if this helped you at all or if you still need assistance?
Thank you!

Thanks for the update adamoneil, glad to see it's now working, albeit seemingly randomly!
The steps are there should you ever need them in future and if there's anything more we can answer or help with at all, please let us know!

1- Add Narzhoul's DDRAW.DLL wrapper to the game's directory.
https://github.com/narzoul/DDrawCompat/releases/tag/v0.4.0
2- Delete dbghelp file from the game directory. That file it known to prevent the game from starting on some system. Why? Beats me. But, removing it can work if the game dosen't start at all.
3- Reduce mouse speed to the absolute minimum and just adjust the dpi of your mouse to the desired effect. On some system, aiming can sometime feel jagged and not smooth at all, this fixes it.
Thanks for sharing these suggestions here too Thermal Lance, although we must advise that players exercise caution when downloading files and adding them to the game, as this can result in compatibility issues with the game.
Thank you!

I just had way better results with that wrapper than with dgvoodoo2 when it comes to Ghost Recon. Plus you dont have to bother with the scaler to preserve aspect ratio or turn off the watermark. You just drop the dll and be done with it.
