We are still investigating the issue, one thing that some others have been reporting is that after the update forced the game to use dx11, they had issues with this so if your computer supports dx12, then you can try to force the game starting with this instead.

For some reason, KOFXV is trying to connect to my Documents folder to which resides on a network folder. By localising the Documents folder, this apparently fixes the problem.
@ SNK Dev team, this I must say has been quite an ordeal... I spent close to (i imagine) more than 24 man-hours, not to mention inconvenience on uninstalling, reinstalling every app to finally identify this nuance.
NOT HAPPY, considering
1) Why does KOF XV require access to the Documents folder, and in turn, why does it disallow login to play the game on that basis? If its just to save certain things, shouldnt that be done in the steam folder?
2) Setting aside folder access considerations, even IF KOF XV requires access to the documents folder, its code is not working which is why there is this issue. Other games I have (e.g. SF IV) saves into the documents folder as well, but there is no issue in their coding to perform this.
This doesnt stop me from playing the game as I am a huge fan of KOF and SNK / NEO GEO but still it leaves me very frustrated given this is NOT a cheap game (more than 120+ including current expected DLCs and probably expecting more in future.

So it turns out since I'm using Parallels on my Mac to run Windows Parallels sets the Mac Documents folder as the default Documents folder. Since that's on the Mac system Parallels connects to it as a network drive. I set the Documents folder to be the local Windows Documents folder and boom! It worked.
Just out of curiosity how did you discover KOF XV was trying to connect to the Documents folder? Did you run something like Wireshark?

No magic method or apps unfortunately, I basically did a brute force approach and installed a system with no drivers / updates and installed KOFXV at the first point, without any privacy settings, etc, and also not linking to my NAS which I guess was something I never thought would have been the problem. (and KOFXV worked!)
But I needed to find the point of failure as otherwise it will become a problem later on. So began the task of installing each driver/ windows update/ app update and running KOFXV to make sure it still works. To my surprise, after all apps are in and windows fully updated etc, KOFXV was still working.
Baffled, I began to do my personalisation (UI changes, background changes, etc) and tested each step, and voila! Documents folder problem.

I won't be changing that just to play this game, but hopefully it gets patched soon as I'm really looking forward to it!
I've attempted to troubleshoot using everything you described, including making sure my documents was local and not on a network. Currently reinstalling the game now, and attempting once more to get this broken game to work lol
Just did that, let it move stuff around a bit to settle, and voila. Didn't fix the Walking Dead issue, but now KOF works!
