Just in case, try to start the game again, as possibly there was a server connection issue some hours ago.

I've tried
- force run with -dx11
- hardwire connection instead of wireless
- making sure that KOFXV_Steam.exe is allowed in Firewall
- turned off firewall
- go offline in steam
- checking game file integrity via steam
- all drivers and windows up to date.
My setup
- MacBook Pro (16-inch, 2019)
- Windows 10 Home 64-bit (10.0, Build 19042)
- AMD Radeon Pro 5500M, Intel UHD Graphics 630
- Intel(R) Core(TM) i9-9880H @ 2.3 GHz
- Memory = 4096MB RAM
- DirectX version = DirectX 12
Since I can play KOF 13 online with no issues i don't think this has anything to do with being on a Mac.
ram isn't the issue. or the game wouldn't boot up at all. or it would run but be sluggish. there's something in the networking code. i've seen posts saying there was a similar issue with the new samurai showdown and they had to fix it there to.
Aside, further tests on my system (and still failed)
- connect directly to internet wired (without router)
- installed other fighting games to see if any connection issues (none identified)
- reinstalled KOF XV again
- added microsoft account to login of windows instead of local account (in case Microsoft doing the sneaky)
- opened up privacy settings (sharing information etc, diagnostics, again in case Microsoft doing the sneaky)

We just release a patch that possibly will fix many issues, please try to update the game and check if this solves your issues.
We are working hard trying to address other issues as well, so we will possibly release other patches soon.

PLEASE HELP...
This seems to be weird, as the game should be playable offline, meaning there should be a spec or setting issue on your side. I also tried on a PC with lower specs than yours and the game could be played in Window mode.
I will ask the Dev team again about this, but cannot promise it will fix your specific issue.
Just in case, try to check the writing permissions of the game folder.
