What I do agree in terms of confusion is that once you get let's say KoFXV DX Ed + Team Pass 2 + Fighter Pass you will still see the separate characters or teams in the store as if you don't own them. But that happens with virtually many (if not all) other games too.
In case of Classic Leona costume it's very obvious you'll get her as long as you get it on steam/epic. It's digital exclusive. It's literally free regardless you buy KoF base game or DX ed.
Terry's Garou costume was preorder bonus (free). If you didn't preordered and still want it you need to pay for it.
However if you really believe a guide is necessary I suggest you do one on the guides' section as this thread will be forgotten in terms of hours or days.
Someone definitely needs to do "something" with the content you already purchased and is still not listed as "you own this product on your library". The store even lets you buy it twice. It's almost close to a scam
But atleast they made the preorder bonus available and follow regional pricing and not as bad as Capcom ,Bandai Namco and Warner bros with their Street fighter 6,Tekken 8 and Mortal Kombat 1 respectively

Jesus christ, it has nothing to do with carelessness, it is designed in a way to confuse you so you buy duplicates eventually.
It is as consumer unfriendly as possible or are you really suggesting its aok having to analyze 14 DLC pages memorizing and comparing every single detail of these pages just to not accidentally buy duplicates?
There really is no point in defending this, there is no benefit in it.
There should be simply a bundle for that like 90% of any other game here, for those who just want to get the whole pakage.
Its still possible to get worse KOEI utilises this approach in some of the musou games and takes it to the point of absurdity with around hundreads of dlcs to study before you begin even thinking about a purchase.
Also its just not really smart from a marketing perspective as well, for me personally and many others just get annoyed and lose all my interrest most of the time if i see something like this.
It can definitley be a deal breaker for me, i just dont have the time or desire to deal with companies not being able to communicate their stuff propperly.
I recommend asking on forums every time you and any person feels doubtful about games content.
Happens also in Crusader Kings 2. Paradox released then some packs, which combines dlc's, but in the store it looks like as if you don't own them. Now in CkII you can check up which dlc you already own in the launcher. If KOFXV does have a launcher, then you can check it up there. I think it's a more a steam thing and it's on valve's end to fix that.
Team Pass 1 is already included in the deluxe edition. So you only need team pass 2, the fighter pass and if you want to have everything, then also dlc costume garou: MotW Terry.
