I thought the enemy couldn't steal it from you anymore? It shows what items the bag contained when they pick it up.
What I'm not sure of is what happens when an enemy picks up a bag and then you recruit them onto your team. Do you get the bag's items then? I'm not sure.
My only issue with this system, though it is more forgiving on enemies stealing the loot drops is that because enemies that pick up bags generate double or triple (or potentially I guess up to an 8x bag since the normal enemy allotment is 10 units with 1 leader) bags, I'm sure this guarantees they won't drop stat upgrade tarot cards, since they have to ensure a bag drop one they pick up a bag.
This probably explains why I've run into so few stat card drops so far in my run actually.
But I haven't tested it out yet to make sure that it's what happens either. I'm kind of interested now though to see if I can get it to happen to see if they were smart and covered this rarer case properly.
I'm mid chapter 3, and they are starting to come up more frequently now.
