Nioh 2 happens almost 1500 years later, so no they can't meet in a any sensible way - besides underworld/abyss/etc. stuff where any constraints are off :p

AKA: OP doesn't care if they take place in the same year, just whether they take place in the same universe.
but to meet i don't think so, since the time frame is really different (184 AD and 1555 AD).
but going with the 2nd question (skip the fact the the two games happened in different time frame):
personally i say, yes they could. but that's just my opinion/speculation.

For anyone who remembered Cao Cao's attempted assassination of Dong Zhuo from Romance of the 3 kingdoms, he supposedly used a "Seven Star sword" from Wang Yu that never made an appearance in Wo Long. (I could be wrong, but I don't recall seeing it in-game).
The first notable recorded interaction between Japan and China (Wei dynasty) was also recorded in the 3rd century during the 3 kingdoms era.
If you played Nioh 2's 3rd DLC, you would have access to "Ancient Set", of which Himiko was the owner.
One can infer a big brain lore move would be Cao Cao or his son gifts the sword to Himiko during the diplomatic mission(s) and eventually ends up in the hands of Suzuka in Nioh 2 (The First Samurai).
But yeah, let your brain process the info above and figure it out.
