I'd relocated all my flowers in each biome into a small patch, so that I could find the dry ones and water them. If I pick a single type of flower (like, say, black passion lilies or white daisies), only those respawn somewhere in the biome.
So if you're looking for a single type of flower (if you need 20 for a balloon arch or whichever) shove all the other flowers out of the way and just pick the ones you need. They'll respawn several times a day, since they're the only flowers that *can* respawn.
