If you are referring to the Mulan realm mission chain, there's no expiry date, the task can be completed at whatever pace you desire.
Do you mean the Star Path premium unlock?
There have been no repeat Star Paths. A small number of the items from the paths have been showing up in the Moonstone shop over the past year or so, but those have to be purchased separately. (if you already got them in a Star Path, they say "owned" like anything else you already have.)
edit: the Star Paths are basically any other game's "battle pass", just without any battle. So, yeah, they're limited-time things.
If you want to start one late you should be prepared for it to not be able to fully complete, some of the tasks are time gated, you have to wait multiple days for some of the chats for example.
Any story or missions you get outside of like a special event are no time limit, you aren't obligated to go on any particular quest. Even though the quest log looks pretty intimidating when it is extra full, you can do as you please.
That kind of stinks I would be little upset if I just purchased the game and spent moonstones on a star path that was impossible to complete. It's almost like they need to build in the time frame so the star path ends based on when it was purchased to allow the same time to complete.
Not allowing new players to buy all the old passes just seems like lost revenue. The content is already made and paid for, they just refuse to sell it.
Maybe when the time comes, they could do Star Path reruns, for players who were unable to participate the first time.
But I think that would only be implemented at the expense of new Star Paths.
Or if there are no more Star Paths, so the only choice is reruns.
They might eventually walk some of that back, but I wouldn't put huge odds on it.
