Hmm, I wonder if time of day makes a difference. This is mid-day (11 to 2) US.
But keep in mind the Villager roster is only 50% complete.
Perhaps when all the Villagers have been added to the game, the restaurants will have equal customer attendance.
So, it could be that, at 8:00am, each venue rolls to determine number of diners (which can be variable depending on how many you have unlocked... so, lets just say 24). So for programming purposes we can contend only 1/3 of the valley is permitted to dine at any one point in time, so that would be 8 dining spots, a quick roll is made to determine the split, so we'll just surmise 4 and 4. Both roll from the table of available diners, where venue 1 gets Mickey, Minnie, Goofy, and Daisy, and venue 2 gets Mickey, Mother Gothel, Stitch, and the Beast. Since Mickey can only be in one place at once, we check this against an already weighted value, such as Mickey's chance to be at Remy's, and voila, Remy's has four diners, and the Palace has three.
Again, I have no idea if that is how it is set up, but that could be one way for them to have done it. There are probably max limits on number of folks dining, weighted tables to determine who goes where, and that is then checked against the other establishment to prevent duplication. This could create the effect of having fewer diners at one than the other sometimes, where other folks generally show equal distribution.
edit: and at 10pm, it was 2 & 2. But one in Remy's was the same as last hour, so only three new diners.
11am: 3x Remy, 3x Tiana
Now at 9pm there was 1 at Remy's and 2 at Tiana's.
It really feels empty
Checked a few times today.
10am: 1 & 1
11am: 3 & 3
12am: 4 & 4
I wonder if there's more people there at "typical" meal times.
