Miracles Take Time not showing up

I have the Forgotten Lands unlocked and the Rebuild the Valley: Frosted Heights quest done, which from what I found is supposed to trigger the Miracles Take Time quest, but it isnt showing up. Anyone know if there are other triggers that i haven't been able to find online, or if this may be a bug and ways to fix it?

I played from the beginning of the game...so not sure how it works if you come along lately. Basically, the pumpkin house was just another ornament for the longest time. Once we got the update, you would get a strange noise and the pumpkin house was unlocked.

From that point on, went pretty much as you might expect.

Not sure what the pre-reqs are since everything possible was done when I got it. My only guess would be to wait a reasonable amount of time and see if it kicks off tomorrow. I know some of the quests are timed to prevent a bunch going off at the same time.

I can not remember which Villager, but I think one of them is required for this chain to start.
If somebody is absent, start investigating who.

I think the villager required is most likely Minnie Mause.
