Well like I said I try to do the quest, but that's all she says?, Idk how to equip her outfit or make her walk on land? I've searched for her outfit in my inventory nothing so I don't think there's anything for me to equip?

the outfit is not a physical item to be equipped, it's a skin in Collection.

Go to Ursula and click on her portrait to select the new skin.
