so on dazzle beach, right near the fishing pier has appeared a green rectangle box filled with what looks like yellow and orange rocks/pebbles. I cant interact with it or move it in furniture mode. Any idea what it is!?

According to Reddit players, it is an item related to the Fairy Godmother Friendship Mission Chain.
So just keep working on being her buddy and the purpose of this object will be revealed in time.

I can not confirm this personally because I could not progress her Friendship chain.

Tilarta is correct. That item is part of Fairy Godmother's Bibbidi Bobbidi Oops Level 7 Friendship quest. Spoiler It's part of taking pictures of objects in the village that have been transformed into something else.
