China doesn't like Elsa? I was at Disneyland Shanghai and there were plenty of Elsa's around?

Elsa got used as a promotional image online to disguise malicious behavior, so that’s why she is currently mistrusted by the regulatory authorities.
I assume the above principle does not apply to her live action cosplayers at the Parks.

Given Dreamlight Valley is an online game and has Elsa, it sounds like those conditions have invalidated the localization release.

As stated before, this is not a joke.

You may be serious, but there's no confirmation that it's the reason the game isn't released in China. Also, drop receipts for what you claim.

I googled some articles where China bans or restricts micro transactions in games. One article was just on minors and a later one said they banned micro transactions for all games.

That would explain why Gameloft has not entered the market. Their whole strategy is is pay for the game from micro transactions.

Short summary:
The game must be published locally by a China company.
Games that access global online servers are not allowed.
The game must undergo a review process of 6-9 months before release.
There must be a protection system to block overspending on microtransactions.
And the big one, if the review process finds objectionable content, the game won't be released.
