So basically, all I can do is chat with Merlin and mine tourmaline.
If memory serves, they have chosen to not add Mirabel to their valley. The tasks are set in stone by Gameloft and are the same for everyone no matter the state of the game; hence why you get 60 days to complete it. It is funny though that they chose Mirabel given that it's a Pixar event.
As for this, anytime you get a task that states to "Hangout with [random NPC]" and it states 0/x (x being 15, 30, etc.), it's referring to time (in minutes). So just invite them to hangout and complete tasks, farm materials, or (what I do sometimes) just AFK.
In spite of the sabotage, I managed to finish the Star Path.
All I need to do is speak to Merlin tomorrow to get some extra event points to claim the bonus moonstones.
I hope this never happens again.
Or at the very least, there are a lot more characters in the game when the next star path is active, reducing the changes of an invalid duty being generated.
Then, for "reasons", you won't be able to do all the tasks.
It's not RNG, everyone gets the same tasks. They're not 'generated'.
And it's not "sabotage", just because they can't plan for players deliberately avoiding game content.
When I get a 'hang out for 45 or 60 minutes - I usually hang out with them AFK while I head to lunch or to do chores around my house - when I come back the hang out is rewarded.
In this event I noticed they had a lot more do something with specific character - like pick flowers with Wall-e but he's my fav so no problem. It also seems they had a lot of 3 and 5 day long tasks (chats, presents, thorns). OTOH they drastically reduced the # of fish, and gems in those quests and most the hangouts were shorter times and I didn't have to craft anything using a ton of iron or a ton of rare flowers.
re: night thorns - I'd ignored the thorns for the week before, so the valley was full of them and I could do the "clear 30 thorns" right away. I cleared the rest while doing other things, and then got hit with the "clear 40 thorns" task (/sigh). . . but luckily, the piles of thorns in the Dark Castle counted for that, so I got it done quickly as well.

Unfortunately, I can not do this.
I know because I tried to remove several houses, but it would only let me shift them somewhere else on the map, not delete completely.
Magic Kingdoms lets you remove the houses and the characters you don't want around, which is what I want most for this game and so do other players.
That game is also made by Gameloft, so they have no excuse not to add that feature to this game!
If I only had to keep the unwanted characters around as long as was necessary to complete their task, I would be more amenable to bringing them into the valley, knowing they would only be there temporarily,
I sympathize with your Elsa problem, because I tried to remove Gothel's house and that is exactly the same.

But yes, if you deliberately choose not to unlock certain characters, you're going to be locked out of anything that involves them. But that's your issue, not the game's.
You just need to work your way to unlock those characters. That's the only way to go. The Starpath are always very easy to do. If I play for real, I usually finish them less than a week after they start. Considering we have 50+ days, it's really hard to not be able to finish them. Just focus on unlocking characters you need as quickly as possible.

EDIT: yes as someone said, if you don't want to have some characters in the valley then it's over.. you have to play with them all for Starpath to work.
