All character submissions have to be approved by Disney, the Devs can not add whomever they want.
The second rule is that Disney only wants movie characters in the game, as a free promotional tool for the franchises that make them the most money.
From Disney’s perspective, tv shows don’t make money, so there’s no reason to promote them in a game.
Third rule, only recent movies matter, Disney has minimal interest in promoting the older movies, mainly because they don’t want us to remember they exist.
Example, Atlantis is the movie they keep as diminished as possible, because they just don’t like it.
Fourth rule, a percentage of the Disney fanbase are wierdly obsessed with villians, so Disney caters to them by making villians more prominent.
So keep these four rules in mind and the selection process makes a lot more sense.,
We all know how hard up they are for money, based on all the defenders of the prices in the premium shop.
Some of the characters already introduced would be yawn inducing if they waited till year three to introduce them. Not going to get a lot of game uploaders with that model.
That's a load of bull. It that were true the classic movies wouldn't all be getting reboots. Also the main characters in the game are almost 100 years old.
Gameloft’s other game has no Atlantis content at this time.
It took them YEARS to add Atlantis content into Disney Heroes Battle Mode.
Short history lesson, Disney created an Atlantis tv series, but had no intention of finishing it, a few episodes is all they made before cancelling the show.

I have seen no reboots of the classic animated movies, only live action adaptions.
Well, one of those adaptions is technically a reboot, because Disney wants to forget the animated version exists.
Only the mascot characters are 100 years old, the animated movie characters are from 1963 (60) and 1989 (34).
Forgot to add that rule, the main characters will ALWAYS be from the mascot crew.

I doubt creating a character for this game is as easy as copy-paste.
The model has to be designed for systems with greater graphical power, game specific animations have to be added, it's a complex process.
Personally, I think they are catering to today's young people and ignoring the huge amount of older fans. Their loss and their stupidity as the game is starting to go downhill.
I would love to see some Disney pets like Dug, Meeko, Poncho, Lady and the Tramp, and aristocrat kitties.
I'd also love some more....space. I feel like my valley is so cluttered. I know we can teleport around but I would love some roller skates or something to help me move faster through a biome, lol :p

The disparity will only become greater as more franchises are added to the game and favor the newer movies.
In Magic Kingdoms, there are no tv show characters.
In Disney Heroes Battle Mode, there are only 18 tv show characters out of 200.
That’s why I believe movies are the focus.
Lion King is another example of Disney catering to favoritism, the franchise is popular/has many fans, so they throw it in wherever they can.
Me personally, I am not a fan of that movie, so find the constant pushing of that franchise irritating,
Also, Scar is one of those villians the obsessed fans favor, so he gets featured a lot.
It is clearly a combination of popular characters, and ones they think will fit well with the story and theme of the game.
