Really really old ones are 30fps, when that was otherwise the standard, and a few rare of the newest ones that use full 3D graphics allow for interpolation while still using 60 for the game logic, but that's it.
this, the game's speed and logic is based on the framerate, which is the staple of 60 fps.
that also goes for framedata on how long an attack active frames is,recovery and startup.
capcom isn't re-inventing the wheel when it comes to netcode, and every single fighting game is like that because OF IT, it is what it is OP.
this isnt some consipracy theory of "consoles are holding PC back", its just the nature of the genre, and how it intrinsically works...
if this was capcom not figuring out that you can run the games speed independant of framerate, then resident evil 4 remake, and monster hunter WOULD have the same problem.

BFTG has a 120fps toggle
Tekken 7 has a 120fps mod
Samurai showdown is not even playable online due to garbage netcode.
This conversation comes up every single time a fighting game is released. 60hz is for synchronicity so people are on a more level playing field and to keep the online competitive nature of these titles on a level playing field.
Can they circumvent this? maybe. But we live in an era where we barely have functioning netcode in fighting games. You think you want 120hz ... but if you really understood whats going on you would realize you dont. .. I dont care I think 60fps is fine.

Consoles are fully capable of running a Fighting Game at 120fps, and both Samurai Shodown (2019 video game, 120fps mode currently available on Xbox Series) and Power Rangers: Battle for the Grid are proof of that, but these two games are what I consider to be very niche in comparison to the gigamount of a game like Street Fighter and the likes.
The REAL problem is adoption.
not many players own a 120hz monitor or television display, so we're still need to cather to those guys, but since Street Fighter 6 now supports 120hz output support (but gameplay is still 60fps), it'll makes a difference and I already expect future fighting games to start adopting higher refresh rate support while the FGC starts to upgrade to newer Displays while preparing for tournaments (in fact: the FGC already started getting into recording issues)
The FGC primarily uses consoles because it’s easier for TOs to setup and maintain events with. You seem to forget the majority of fighting game events are grassroots funded out of pocket. While playing on PC is objectively better, it’s more expensive and has more variables when maintaining, and becomes a logistical nightmare transporting every PC, setting up every PC, and having entrants who use different controllers be able to plug and unplug their controller so you can keep the matches going.
I am on a 144 hz monitor and definitely have the means to play on higher framerates but if SF6 was running higher than 60 there'd be issues with crossplay for sure.

In fighting games they need the FPS to remain as steady as possible. In FPS or anything else, they don't.

Maybe in the future we can have 120fps+ fighting games but as of now 60fps is here for a (good) reason
Not to mention no fighting game so far has done more than 60 fps it's difficult to say would this even work on a competitive level.
We would first have to get some kind of smaller project to test if this would even work.
120HZ and up is NOT the norm not even close. If we are lucky come SF7 and we will indeed get 120HZ / 120FPS support.
