I Googled this same question and this thread came up, answering my question. Thanks OP!
I don't know if this was developed to be variable like that, but this unit of measurement was translated to a different land area in different regions of Europe. I can imagine as farming technology improved, so would that measurement. Anyways, that is the concept how it came to be.
