How to force windowed or borderless windowed

Windows 11 is always weird with opening up games that are full screen for me so for any game I play I have to play windowed or borderless windowed. Is there a launch setting I can change to force windowed like on the config file or something?

Are you unable to just select the respective video option in game? Or does it reset?

The game wouldn't let me get to the settings screen to choose windowed. I was able to get in by only enabling 1 monitor and then it would fullscreen just fine. Then I changed the settings to windowed and I was good from there.
