"State of the Art" achievement not unlocking

Hey, this is the absolute last achievement I'm missing.
Just want to be sure, first and foremost, because I asked in another thread and got zero response.
Do overlapped graffitis count as duplicates?
Because I was going for this on the hideout (since it's the easiest to do it on, small place), where I had already covered everything with the same graffiti at the start of the game as Red, and re-painted every spot with something unique, and it still would not pop.

I went back, unlocked other characters, and repainted every S-sized graffiti with a unique one (which was a pain because I kept having to taxi to Millenium Square and back just to change) and it still wouldn't pop.

I have, since, painstakingly checked EVERY single tag spot on this entire area. All of them were unique, but they still had the old duplicate graffitis visible under them.

So I went back AGAIN, and re-repainted every single tag spot in this entire area, with two different and unique non-duplicate graffitis. Every single one. There are no duplicates.

The achievement still isn't popping.

I have checked the hidden part behind the couch, also did the "two unique non-duplicate overlaid graffitis" thing there.
There is no way this achievement isn't bugged.

Which is weird because I've seen people mention they GOT it, even if it took a restart of the game for it to register, but not even that is helping my case.
Is there any way to check to be sure, should I send in my savefile or something?

Save file would be easiest, yes!
It's a GameProgress brp file from
..\Steam\userdata\..\1353230\remote

In case you wanna check again before I get to it, here are the numbers of spots in the hideout (I imagine it'll be hard to check all of them when they are no longer marked on the map):

10 small
4 medium
8 large
3 extra large

Perhaps you forgot about and kept overlooking on of the smalls.

Okay yeah, was missing a tenth small one, thank you. Got that 100% for good.

I would still like to confirm though, do remannts of old graffitis that you've painted over count for this achievement? (since they're still visible under whatever you just sprayed on that spot)
Or it is just the latest one sprayed on each location?

I think only the top counts, since I've tested this over rival crew graffiti and they are all the same.
