CANNOT unlock OLDHEAD despite MAX REP

Hey all, I've gotten max rep in every area (i managed to get 300 in PI, apparently 298 is the common limit?), I'm not sure what I'm doing wrong. Hideout included, these are my rep numbers
Hideout - 108/108
Versum hill - 282/282
Millennium Square - 214/214
Brink Terminal - 278/80 (i know this ones bugged)
Mill Mall - 296/296
Mataan - 368/368
PI - 300/296

Like I'm at a lost unless this is bugged as well, but I've read other people unlocking oldhead so I just don't know.

If you are on switch, it's not implemented there yet.

In that case you may have gotten excess rep in a stage that now only looks like you are at maximum.

I'm not sure how getting excess wouldn't already count towards having max rep, but what is the solution to this? I've gotten every map and all visible tags, so how do I determine which area I got too much rep from? I see no more yellow icons on any map.

EDIT- And once I know where I got too much from, what do I do to "fix" that?

some stages you gotta do the unlockable character's challenges there to make some graffiti spots appear

I have all characters expect for score challenge characters, (frank, cyber, a few crew leaders), wanted to get oldhead before I wrapped up by getting the rest but :/. Do I need to do the score attack characters before I can unlock him?

You may not have it on switch - but you also don't seem to have it on steam.

I'm pretty sure it doesn't work on GOG yet either.

maybe theres a secret graffiti spot you missed? i know brink terminal is bugged but you can still hit that empty heaven spot near the dance cypher spot, maybe thatll trigger it? i think its dependent on hitting all graffiti spots once u hit the last one you should get a pop up message

This spot doesn't count nor does it save. I've tagged it over and over.

It simply doesn't work on GOG, and isn't even implemented yet on Switch, so we just gotta wait.

I actually had the same problem, I think it's specifically pyramid island since I never got the achievement for it. I think it may have broken because I had grabbed the map AFTER tagging everything.

ok, nvm, I missed ONE graffiti spot, the game just has the wrong max rep count

Where was the one you missed? I’m having the same problem and can’t find any sneaky spots yet. Maybe I’m missing the same one lol
