cant try the last seal

I reached the final seal at lvl 15 with 79 fragments, but it wont let me try it.
the cycle is basically over, and I donno what to do.
help how can I try it what am I doing wrong?

I think the OP means the Red Prestige 15 seal that requires 75 fragments.

It may be last for him, I think there is no ingame information about how many seals are in total, so it is fair for players to assume that the last seal they see is the last seal.

So.. am I understanding it correctly that you cannot embark to a new settlement when you click a spot besides (not exactly on!) the seal? It looks like you should be able to.
The screenshot shows that you have already done this seal though, so this is not the final seal, this is the penultimate one.

No, I have been doing alot of towns on the way gathering royal supply and everything, and have 79 fragments, and I am now near the seal, I wanted to do the seal quest or embrakment, but it doesnt let me.

Okay, I see, thank you for the screenshot! Could you please let me know what happens when you try to settle next to the Seal? Just like with Modifiers, you don't settle on the Seal, but next to it. Does it work?
