It becomes eventually one of the most useful buildings:)
I think it would be better if it were an unlock building, at the very top of the citadel tree, and not restricted to prestige. Just a late reward to spend your resources on now that you are done.
Even while levelling the citadel it is still worth it, i have learned that lesson during the EA:)
Simply because the resources you get for a failed attempt vs what you get for success are just that much different in scale:)
And often a stormforged cornerstone can ensure that you will succeed on a map.
