Skipping Tutorial Should Auto Unlock Tier 1 Citadel

If I play the initial tutorial, i have resources for L1 Citadel.

If I skip it, I have no resources. This means I will play my first entire settlement and not be rewarded with any XP.

This is silly. EIther unlock the first level automatically, or provide the 10 or whatever resources upon skipping the tutorial. All it does is punish players who already know how to play and are running fresh games.

This is probably only relevant to those of us that do fresh start Ironman runs, which is a very small percentage of the player base, but it's an easy enough annoyance to correct.
