Does extra resolve do anything before hitting a threhold

I understand that resolve above threshold gives reputation and resolve below 1 make villagers leave. But how about resolve between? Does adding extra resolve help my settlement in anyway, before it hits the threshold?

resolve between 1 and current resolve threshold doesn't matter. fulfilling complex needs does grant additional effects, like +5% prodcrit from complex food and +10% prodcrit from services

I see. So it's not worth the labor to build the shelters early unless we can hit the threshold.

Generally you want to have houses built by year 1 storm, because occasionally you have bad forest mysteries that can trigger without housing, also as long as you level up your hearth, year 1 storm should be smooth sailing.

Another reason is that a somewhat common timed order is to have 6 shelters built. Depending on when you want to open your orders, you might want to have at least ~3 shelters built already so you don't have to scramble too much.

Otherwise, yes, there's no real benefit of having shelters built very early.
