If there's "0" next to the Crown next to the blue bar and clicking on it doesn't do anything, it means you might have already accepted the blueprint.
The building blueprints are assigned to different categories on the lower HUD. From Roads (to the left) to Decorations (to the right). Houses are included in the 4th category (with a house icon): Housing.
if you want to replay the tutorial, there are a couple ways to do it:
- If you've only just started playing the game, the simplest way is to reset your profile. To do so, return to the Main Menu, access the profiles panel (in the upper right corner of the main menu), and click on the broom icon to reset the progress.
- You can also create a new profile and play the tutorial from scratch. You can later delete the profile in the profiles panel in the main menu.
- You can also click on the "Skip Tutorial" button in the in-game menu and then replay the tutorials as many times as you want from the "Tutorials" panel located on the left side of the World Map HUD. This might be the most cumbersome of the three, as you'll need to skip the subsequent tutorial as well and go through a short World Map tutorial. I think the other options might be better for your situation.
