Have i been going out of my way to house my frogs for nothing ?
Now, the question is, how forest mysteries select settlers to target. If they target those who have a need for Basic Housing, but do not have it met, then Frogs should be safe.
The alternative is targeting settlers that either don't have the need or don't have it met - but I find it unlikely. You'd have to go out of your way to code this particular behaviour. Devs would've realized this either in development, or in basic testing, as "Under an Open Sky" is a typical early mystery and it'd be hitting Frogs every time.
The most pressing matter was that in QHT, you don't by default have the homes unlocked and depend on RNG to even get the unlock offered. Seeing the current game, they fixed this issue by making the houses available without the need for an unlock.
They would not have needed to do that if these forest mysteries didn't target the frogs. So that seems extremely unlikely to me. So what penalty are you talking about here then ?
And if Frogs are targeted by Basic Housing-prevented Mysteris, then that just doesn't make sense. You literally can't satisfy them on Basic Housing, and their homes are listed on wiki as providing only Frog Housing.
And obviously do lack the +3 from basic housing because they can't get it.
Yes there are costs to having beavers. They do have disadvantages in the housing department. But thats intended. On the reverse side you have advantages:
-The absolute best hearthkeeper bonus for early game.
-Needs fewer breaks than any other race
You may have to take away all wood cutters and have a level 0 storm in year 1.
