Cannot Make Fabric

Whenever I make fabric my fabric level stays as 0 so I cannot progress the game.

Either your fabric is still in the output storage of the building where it is produced or it was immediately taken to a different building, you can easily check the latter via the trends panel.

this confused me as well the other day: If the item are immediately brought to a nearby building as ingredients, then it never shows up in the trends. ... I think

my best guess is that you have an outpost nearby that turns fabric into packs of building materials immediately. I'd advise to turn off all recipes by default and add the ingredients you actually want to use manually

I think the weaver has a storage size of 10 and fabric is only 2 units per build. You may have to build fabric 5 times before a settler crafting fabric will deliver it to the warehouse unless you click the building and click on the button to deliver the storage contents immediately, then they will deliver whatever is ready as soon as one of the workers finishes with their current production cycle. They prioritize producing as much as they can before delivering it so having larger building storage or smaller units produced per build means the building takes longer before it will deliver end products to the warehouse so that other buildings, orders, or events can consume them.

If you are early in the game you have two options if you want fabric to be produced more immediately. One thing you can do is you can wait for the building to produce fabric, then click on the button to order immediate delivery. The other is you can limit the production of fabric to 2 or 4 units so that they will stop trying to build fabric after that. Once they stop building more production due to the limit they will deliver whatever they have built.
