Report a translation problem
Get the rest of your victory points from opening chests or raising villager happiness from other needs. Traders are your go-to to brute force a win. If you are still low on patience, just rush the traders to get what you need quickly. Instead of waiting 10+ min. for a trader to show up.
Orders - each completed Order will grant 1 Rep
Events - some Events you can complete in a way that will award 1 or 0,5 Rep
Trader - sometimes Traders will have 0,5 Rep to sell
Caches - if you open Cache using Tools, you will be awarder Amber and Rep
Resolve - this is very important, almost as important as Orders (well, depends on your run though), every specie you have can generate Reputation if you keep their Resolve high enough for long enough.
Now to your questions. Let's say you have 10 Beavers. To fullfill need for Luxury you need 60 units of Wine and a place to serve it (correct service building, i.e. Guild House). In service building that CAN cater to the need you also need at least 1 worker (preferably more) who will deliver Wine to the building. If you have Service building with Wine inside THAT building, your Beavers (and other workers who enjoy Wine) will consume 1 unit of Wine during their next break. That would mean, your 10 Beavers will consume 60 units of Wine within 6 breaks, thus completing the Order.
If you cannot make Wine, you can either try to find it on the map (some events may offer it as Rewards, or you can find it in caches). Also you may be lucky and find a ruin of a building that will make Wine after you repair it. It is also possible to buy a Blueprint of needed building from Trader. If that fails, you can try to buy it from Trader.
For future note, in normal game (after Tutorial) try to avoid picking Orders that will require luck to complete. If you do not have a building serving Wine unlocked, you should avoid taking Order that requires you to serve Wine X times.
The worst orders in my opinion are the ones which asks you to have 1 spesific building and I almost never pick them unless I already have that building
