The seal is like a world map modifier - you can't settle on it directly, you have to settle next to it.
If that's not it, then I'm not sure - unless you just happened to buy the +range upgrade in the smoldering citadel?
Now I just ended the cycle and am back to 2 range.
But you're right that the rules should be clear.
I only ever went 2 hexes away, or 4 with +2 to vision and range.
But you start the game with 3 range — it's just that with 2 vision, you might not notice, or have any use for, the extra range.
