Ending the game?
So, I got to the top; finished all quests in the vertical list where you purchase bonuses for the smoldering city, and was excited to see what happens or the victory video that would play. But nothing happened. Nothing. Not even an emote or "beep".

I mean, not even some type of victory screen ? Or bonus if you start over again?

If by getting to the top you mean getting the blue bar filled up then no, there is nothing to really celebrate your win. You get congratulations as a flavor text after you do the seal mission and a cutscene after you win The Queen's Hand mode. Normal settlements are like you know, whatever.

I was referring to the fact that I finally bough all items for the Queens City. The vertical line of bonuses you purchase until level 18 (I think it's 18). I finally got them all purchased/lit and nothing happened. 300 hours of playing for silence with you "win"?

Honestly, I didn't expect anything after buying all the upgrades. Those are just upgrades. I can't recall a game that would congratulate the player in a special way after just buying all upgrades. Winning this game is about doing seals or Queens Hand not upgrades.

From what I can tell: There is only one Cutscene in the game, and it plays when you get to the end of the Queen's Hand Trial, which is the Permadeath mode.

I just looked after reading this. I never heard of the queen's hand trial, and I could not find it when I just looked either.

This isn't that kind of game. It's more like SimCity or older arcade games. Lore-wise, you could say "The storm never ends. We will always stand up and fight against the storm!"

From the devs announcement of it:

To begin the Queen's Hand Trial, you will need to create a new profile in the Queen's Hand tab of the Profiles window in the main menu. This new tab will only appear once you reforge the Adamantine Seal for the first time.

Go forth and die horribly in the name of the Scorched Queen. Or something.

I assume you just haven't gotten to it yet? If you got all the upgrades you presumably have at least most of the Seals at this point?

Sp. I was literally ignorant of the seals. I started to playing this game the first week it came out, and I am guessing the seals were part of an update (which I really never noticed). I saw them on the map, but just assumed they were another of the many "bonus with a detriment" zones. I see now they are not. I am working my way towards one now.

So you played for 300h and got all the upgrades in the city but never, not even once, tried a seal map? I don't want to sound mean but this is very unusual situation to say the least.

Like I said, I saw those seal hexes, and just thought they were another type of hex bonus. And the seals were not in the game for a majority of my playing. They must have been added quite a while after I started playing.

So not only are the seals the most important duty of the Viceroys, as closing the seals helps reduce the severity of the Blightstorm and may one day end this apocalyptic situation, but your aunt congratulates you for sealing each progressive seal and unlocks more story commentary, discussion etc.
