On Steam, GOG, and Epic Games Store, the game stores and loads progress from here:
On PC Game Pass version, the Xbox App redirects those files to its own folder:
We were also asked to change the save file structure for the PC Game Pass version. The Player.log, Player-prev.log, and Unity folder are located inside the ID folder, while all the other files are inside the DefaultProfile. Those are, e.g. Save.sav, WorldSave.sav, MetaSave.sav, all their backups, etc.
Due to the Xbox App's cloud save issue that affected our game, we also created a special local backups folder for the PC Game Pass version named "Against the Storm Auto Backup" which is located here:
The game checks whether the Xbox App worked correctly or not and loads the files from the xgs folder or the local backups folder.
So, to move the files from Steam to PC Game Pass, you will need to manually move the files to those folders.
Thanks for the reply! I have tried yet it always starts a new game on the gamepas version, tried being offline and copying the files from steam save to the xbox folders and always creates a new game, Do I need to complete the tutorial first before copying the files?

Unbelievably I messed up following your instructions, tried again and working, brilliant stuff and brilliant quick response!
I will keep playing on gamepass for now, but am glad that I can easily migrate the saves to steam for the months when I am off gamepass.
