One solution to this would be to make it so the ability to reforge seals becomes available only after you’ve unlocked all the basic functionalities in the citadel (like the ability to trade)
Anyway, in the end I found that while no amount of sending packages to the queen did anything, boosting resolve into the blue DID still increment the counter (just too slowly for me to see it earlier) so I was able to narrowly beat it by chucking most of the forest into my hearth.
if that's intentional, it's the most ♥♥♥♥♥♥♥♥ design choice I've seen in a long while.
or if it's a bug or an oversight FIX IT!!! please.... asap!
That said, it certainly wasn't pleasant and I do wish for objective that scales accordingly.
No problem with that, I completed a seal with the same thing this morning, but yes the annoying part is that you cannot really track your progress and have to wait until it's ok.
That said I would prefer Reputation to be gained normally after maximg it, but as someone noticed, it is still possible to gain Reputation, just not all sources of Reputation will work sadly.
You're only told that you need to reach the seal, not that there will be a bunch of progress that you need to make once you get there. Even if you suspect that it might be the case, you would probably prepare as much as you could before hand, which would involve getting Reputation and unlocking as much as possible, leaving you with not enough "progress" to be made once you reach the seal.
I would say the best way to resolve this would be to make the seal requirements retroactive, but make them harder. Instead of "raise Reputation three times starting now", it could be "raise Reputation five times total". That way it's tied to total progress and it doesn't matter how much you've done prior to reaching the seal.
