Lizards, Harpies and recently Foxes need only 10 Resolve to start generating Reputation, Humans need 15 while Beavers need 20, quite tough if you want to rush it.
Only times when I was able to get some Reputation through Beaver/Human Resolve was when I was already going to win. From may experience it is better not to focus too much on those species, they are hard to please, but easy to keep around so you do not need to pay them too much attention.
Once you have gotten the first threshold increase you might want to deny your villagers more than one complex food via consumption control as long as resolve allows it and stockpile all kinds of different goods bought from vendors.
When you are ready to finish your settlement you can then enable all food and watch the resolve skyrocket to 40-50. In a moderately sized settlement this will probably generate 4-5 reputation during one year.
beavers have the lowest decadence in the game, so in games w/out harpies or foxes, they are probably going to be your win condition. they also have overlapping service needs with both foxes and harpies, so it's likely that you'll have them in High Resolve once you set up luxury/education for your primary rep gain species. finally, lowest decadence means that after you gain 3-4 rep from harpies or foxes (high prestige), you are better off investing in beavers, bc at that point their resolve is worth more per point of reputation. realistically, you are not going to be in a situation that necessitates that - you should be closing out your game at that point, but it is something to consider

Harpies start with 5 Resolve, they start generating Rep at 15, each Rep gained increases this by 3 (am I correct? I am not 100% sure), so they generate 1 point of Rep after you increase they Resolve by 10, 13, 16, 19, 22, 25, 28, 31, perhaps you can squeeze a bit more.
Beavers start with 10 Resolve, they start generating Rep at 30, each Rep gained increases this by 2 (again, am I correct? I know this was true earlier), so they generate 1 point of Rep after you increase they Resolve by 20, 22, 24 (at this point they catch up to Lizards), 26, 28, 30, 32, only at this point they catch up to Harpies.
Harpies are the best by far. I have not calculated Foxes, because they special skill makes it easier to compensate and more difficult to compare for their Decadence of 5 (Decadence of Lizards, Harpies and Beavers are 7, 3 and 2).

This is not entirely true. They have this better multiplier number here. But this is basically to make up for the fact that humans and beavers have higher base resolve.
In other words, harpies start at 5, you add 15 and they are generating reputation at 20.
Humans or beavers start at 15, you add 15, they are generating reputation at 30.
Resolve is also a lineair factor in reputation formula. So this balances out.
