Do each biome has exclusive Dangerous/Forbidden events?

I am thinking is it possible a certain resource is more useful at certain biome due to the certain dangerous events more likely to use certain resources

no. the dangerous and forbidden glade event pool is the same for all biomes

I believe the storm bird can only be spot on Royal Woodlands and only if you have harpies in settlement.

I've never seen anyone claim it's limited to RW. the harpy bit is true, but it's not related to biomes.

I never even saw the stormbird:D (is prolly like the m16 in PZ. I have over 1000 hours but never saw one:D)

They are usually too far for me. I had a game where i had to open 4, because every glade was forbidden:) And in my last game i actually lost by a hair:( No fertile soil, and from 6(!) opened dangerous glade and 2 small glades, only 2 contained foodstuff. The rest was stone. Only one of them contained coal too. So i had serious issues for quite a while with fuel and food. Then when i figured i might make it i found that giant plant, with 1111 charges. But still could not save me:)

I am pretty sure in one of the anouncements it was written when storm bird was added, but I am only 90% sure of it, so I may be wrong.

Ive had the Stormbird twice and both times I had Harpies so I tend to agree on the Harpy part
