What do the symbols on current best mean when selecting blueprints?

When selecting a new blueprint and mousing over the options, a "current best" window appears with green arrows up or plus signs next to the resources. What do these symbols mean?

No symbol = you can already make it at the same star level or higher.
+ symbol = you don't have any current way to make that item.
Arrow up symbol = you can already make it but this is at a higher star level.
