You will have to win by "resolve"--by maintaining all 3 races at a very high level for 5 minutes. In this case it is actually advantageous to have a small but rich settlement (so dont take up too many people and do NOT waste your resources turning in orders unless the rewards are worth it). There are some VERY bad orders (usually the ones with lots of packs involved) which makes no sense to turn in as you'd do better selling the stuff on a route; only turn in the ones whose rewards will actually help you.
Amass lots of money/packs then buy complex food, coats, cornerstones and go for one final push when ready (that is why it helps if your town is small at only~20 people... the 60 each of complex food you buy will last them the 5 minutes required if all goes well).
I usually play at 40-50 people/town but on this map I rarely go much over 24 (3 encampments for +2 resolve each) and if you have the tea and weapons delivery lines unlocked they are fantastic on this map (as they sell for a lot, can be used to solve glades, and packed to sell for even more money). In an actual "real" map having only that many people means your rep gain is very slow, but here it doesn't care about rep gain--just the resolve numbers.
