Citadel Resources and Seals

Successfully completing a seal gives an additional multiplier to citadel resources, but what resources are being increased? Unspent resources in the bank? Is it best to avoid upgrading the citadel unless you have to in order to maximize a seal bonus?

It just adds to your gains

its a multiplier on the resources you gained that cycle. Doesn't matter if you already invested the resources elsewhere (except maybe resources traded for other benefits in world events).
