The Gambler
So what is this event saying, exactly? That I have to finish the next settlement while the penalizing condition is in force? And if I don't successfully finish the settlement, that counts as 'losing'?

Exactly that. You lose what you gamble (10 meta-ressources or 5 seal fragments). You start the settlement with the mentioned effect active. If you manage to win anyways you get double what you lost, otherwise you don't get anything.
