Help with rain engines

The tutorial says i need to go to the rainpunk tab to install rain engines, but there doesn't seem to be a tab for this.
Is there some prerequisite that isn't talked about in the encyclopedia?

Rain engines do have to be unlocked in the Scarlet Citadel tree first. I believe it's about level 7 or 8?

The building tooltips will say "Can use [Drizzle/Clearance/Storm] water" on those that can, and then when selecting the building there will be an extra tab to install the engines.

Rain tab will appear after you unlock engines in citadel. Then you can press "Tab" button to see which building able to consume water. Then you build water collector to collect it. In order to use water you need to install pipes into building (single click, nothing complicated), you always start with 12+ pipes which is enough for 3 buildings. Additionally Geysers will start appearing in glades with some chance, you can build pump on top of them to not relie on rain collector.
