As for the second question, I was one year away from being able to start the new cycle, started a settlement, and it went to 13 years with nothing stopping me. I would assume that, as long as you have a settlement in progress, the BLightstorm will not come and you will not be forced to end it due to time left until the storm.
And yeah as far as I can tell you can drag out the final settlement for as long as you can manage without losing to impatience. The only time you can keep playing a finished settlement without it still taking up time on the cycle bar too (not counting Training Expeditions ofc).
