so how to i exactly obtain them?
if i win to i get the ressources?
or do i need to send them back to the citadel when i have the opiton for it?

you get them from finishing settlements mostly, but if you find any in caches during the settlement those are added to the total as well. Map modifiers will also reward the other two types. Higher difficulty games give out more in either case.

"Send back" is usually the option caches have that has nothing to do with the actual citadel.
Most of the time you get Reputation and Amber to spend in your settlement.

Citadel resources can sometimes be found in caches as well, but they belong to the "keep goods" side. There are only three types of citadel ressources.

Amber is not the meta progress resource. It's just a thing you use during the game to trade with traders.
