May be you are confusing it with base resolve. Though beavers have 10.
*Edit: For your first question, these values do not change for different runs. Beavers always have the same base value they always have and so on.
This. Its added variety with balancing factors. Humans and Beavers are easy to manage in the early game with their high starting base resolve but also expect the most to generate reputation (humans raise the threshold more, beavers have the highest starting threshold). Harpies on the other end are fragile but are also the easiest species to gain resolve from. Lizards also have a low base but their resolve changes the slowest, making it very easy to get through storm seasons without their resolve actually dropping to 0 despite trending towards it.
