There are 3 steps:
1) Choose resources that you have (sometimes you can have nothing).
2) Add villagers.
3) Click on Investigation button.
Not idol.
An idle worker is a worker who isn't doing anything.
A idol worker is a worker who gets idolised.
Did you select the wrong resource?
1. You don't have enough resources to complete the selected task. For example, there's one that requires Incense, Oil, Scrolls, or a few other higher tier items to complete. If you don't have enough, they can't do anything.
2. You selected the wrong resource. Some of them require you to choose which resource to use, rather than just "use any of them." So if you don't have enough of the selected resource, they can't complete the task.
3. You forgot to select which option to do. Whether to raid the crates, or send them to the Citadel, for example.
4. You forgot to hit "Investigate"
