it's unfortunate that you have decided to judge the "timed" aspect of this game. but i completely understand, as someone whom myself, absolutely hates timed or countdown game play, i was SO ready, with my finger on the refund button, looking for a reason. so let me ease your mind a bit, as i took the plunge anyway, and so happy that i did.
this game hits so many marks well. but i feel the greatest aspect of this game they hit the mark on amazingly well, is that of the pacing. and with pacing, the mechanics that work with that pacing. this is quite literally the first "timer" based mechanic, that feels nothing like a timer, in any game.. i've modded timers out of. hear me out.
IF.. and only IF you play this game as a colony or city sim.. yes.. the timer will eventually tick its way down and destroy you. and it can do so in two ways (as if one was not enough
MOST important.. its YOU.. the player.. decide through your game play decisions .. how fast or slow that timer melts you down. yes.. there is a timer, but unless you choose not to play the game and just build a massive city, you will spend the majority of your time decreasing that timer, without even knowing it. it honestly feels as if there isn't a timer at all.
this game is all about strategy and timing, than it is about building as much as you can before you run out of time. and along side the peaceful music, hit chimes and zen simplicity around the controls.. it's a simplistic game with amazing depth..
there has to be something.. to push the player.. there are no "enemies".. there is no "oxygen", if you're experienced with oxygen not included. the only challenge.. is how the player defeats or beats themselves. but rest assured, there are many, MANY ways to offset the "timer" mechanic, if one is afraid that the timer will be your demise.
i hope you reconsider. and no.. i'm not being paid to say this. the game is good.

ah yea i first thought it was a timer that constantly goes as in xcom and 100% game over.
this kind of timer i do like, watched a bit more of youtube to get a sense of it.
will definitly pick it up when i can afford it. now is quite a hard time for me sadly.

If you complete the reputation goal bar, you "CAN" continue the settlement after you've won the 'session/run'.
I've done that before as I just wanted to tweak my base a bit with decorations.
You don't lose the game in any way, as you could lose a town session and gain resources to upgrade the citadel to improve your run in the future. This is what roguelite is. The game progressively gives you an advantage over time to make your future runs easier. Once you reach a point that you are comfortable playing, you can adjust the difficulty for more resource gains.
I would advise playing on the easiest setting if you are new.

The main thing is that the impatience rises pretty slowly, you can recover from it, and it forces you to keep adapting. For example, I had one bad roll map where I opened up 15+ glades without finding one of the basic resources and all of my goals offered were for things I could not create or couldn't afford to create as, missing the basic resource, I was struggling with managing other resources efficiently.
It was adapt or die, and the impatience meter was already half full by the time I got and completed one goal that I could do. I ended up using the trade system and slowly stabilized and ended up winning the map (pioneer difficulty) I mention this to say that the impatience meter is decently balanced/forgiving and works what I believe is as intended; to push you to adapt.
I hate timed scenario style gameplay and I am not at all bothered by this one. You can also watch vids of people playing to see the impatience meter in action; Pravus is where I was introduced to it myself.
The point here is that losing is not as bad as it seems.
I think this game is absolutely amazing! And worth getting especially with this discount running. Even at $19.99 full price, this game is so worth it! I've played a lot of city builder games and this game by far is my most favorite. There is so much depth to this game with many challenges each run. Every town building session is different from the last, as you're presented with different things to adapt to.
