Edit: Definitely not beating Hayabusa that way for sure, personally anyway.
You can build your character however you want, but here are my guidelines.
It should be obviously, but play the game the way you want to.
in NG/NG+, you will want all your stats to be at least 10 (the first break point for all stats).
Dexterity and Magic should be at 30 by the end of NG because at 30 the 2 stats gives you max capacity for ninjutsu and spells respectively until NG+++ (Wise).
Bump stamina up whenever you need that little point for heavier armor, but stats requirement for armor is minimal if you craft instead of looting. This seems to be a legacy from the older game builds, as looted drops have higher stats requirement than crafted items despite having the same equip stats). The higher stats requirement from drops I think changes after you reach NG+++.
You'll want around 200 toughness (A) for blocking purposes, which is easily obtainable with heavy armor equipped in head, gloves, legs, and feet slots - slap whatever light armor in chest piece to balance the weight and keeping your character in the B agility range (<= 70%).
