quality umbracite
I have no option for applying quality umbracite with the blacksmith in tempering. Did I miss a mission for that?

No, Quality umbracite is normally obtained by completing twilight missions.

There are 2 red circles on the left side of the screen when you are on the world map.

Completing those mission(s) rewards you with quality umbracites.
