They won't gather from out in the wild unless you select them and click "allow use". If you have "handling" disabled, then drones will go out and gather them.
Yep, just build drones, even one is enough. Check where some herd is and here and then draw a big selection box to select all their manure and tick them for collection, the drone will fly out and bring it all to base. Dont ranch them, simply steal it from the wild animals. a lot less effort that way and no overstocking of shelves with manure.
You don't overstock shelves with manure if you limit the space it can be stored in. And ranching for fuel only is no effort at all if you set it up properly.
